Since 2018, the World Health Organization (WHO) has urged member states and governments to establish their national response plans against emergencies and exceptional situations to be based on a close civil-military collaboration. Integrating the Military institution into the National Response Strategy allows the military to bring their field expertise. In this article, we will introduce the fundamental bases of civil-military cooperation and in the second part, we will take Tunisia as an example by detailing the extent to which this civil-military collaboration is developed.
